Dec 21, 2022
NYC Health + Hospitals today announced that three health system employees were named to Crain’s New York inaugural list of “Notable Asian Leaders.” The three health care leaders includes a physician who cares for New Yorkers in the jail system, a patient care experience expert and a finance executive for the health system’s network of federally-qualified health centers in every borough. The three health system employees are recognized for their work delivering exceptional health care and related services to thousands of vulnerable New Yorkers.
“The NYC Health + Hospitals employees highlighted by Crain’s represent our richly diverse workforce and we are proud to have them on our team,” said NYC Health + Hospitals President and CEO Mitchell Katz, MD. “I want to thank Pierre, Bipin, and Raksha for their excellent work and tireless dedication to keeping our city healthy.”
Crain’s New York 2022 Notable Asian Leaders:

Mr. Pham oversees the hospital’s Care Experience department, ensuring that patients and their families receive exceptional care and service. He manages and supports the design, implementation, and evaluation of patient experience and person-centered care programs that facilitate professional development for all associates and providers. Mr. Pham is also responsible for the Patient Relations, Volunteer Services, and Patient & Guest Services departments.
“Through my work at NYC Health + Hospitals/Elmhurst, which serves one of the most culturally diverse communities in the world, I have been fortunate enough to help guarantee access to high-quality health care for people who need it most,” said NYC Health + Hospitals/Elmhurst Chief Experience Officer Pierre Pham. “I look forward to continuing to work collaboratively with my colleagues at NYC Health + Hospitals/Elmhurst to reduce health care disparities in New York City and ensure that all communities have access to great care.”
Bipin Subedi, MD
Chief Medical Officer and Senior Assistant Vice President,

He supports service delivery and the integration and coordination of services to ensure high-quality care is delivered to some of the city’s most vulnerable residents.
“In my work to ensure that high-quality care is delivered to people incarcerated in New York City jails, I draw on my Nepalese culture’s value of compassion, so it’s an honor to be named one of Crain’s 2022 Notable Asian Leaders alongside two of my NYC Health + Hospitals colleagues,” said NYC Health + Hospitals/Correctional Health Services Chief Medical Officer Dr. Bipin Subedi. “I am humbled to think that the visibility this recognition brings us can, in some way, inspire other Asian-American professionals to pursue leadership positions in the healthcare field in New York City.”
Raksha Tripathi, MHA
Chief Financial Officer
NYC Health + Hospitals/Gotham Health
As a key member of Gotham Health’s executive team, Ms. Tripathi helps to create a more patient-centered and efficient organization. She collaborates with clinical teams to generate baselines for value-based reimbursement, including efforts to develop best practices for chart notes to optimize coding. These efforts are vital to increasing payer collection and enhancing fiscal sustainability for the enterprise.
