Svetlana Lipyanskaya, MPA, FACHE to be Appointed CEO of Maimonides Health, Pending Final Approval of Partnership with NYC Health + Hospitals

Lipyanskaya is currently the CEO of NYC Health + Hospitals/South Brooklyn Health, a position she has held since 2020

Manjinder Kaur, DNP, RN, NEA-BC, FACHE, would become CEO at South Brooklyn Health; she currently serves as the hospital’s Chief Operating Officer and has been at NYC Health + Hospitals since 2006

The planned transitions will allow Maimonides Health and South Brooklyn Health to operate without disruption when the partnership is finalized

New York, NY — NYC Health + Hospitals today announced that Svetlana Lipyanskaya, MPA, FACHE will be appointed as Chief Executive Officer of Maimonides Health, pending the formal approval of the partnership of the two health care systems. Lipyanskaya is currently the CEO of NYC Health + Hospitals/South Brooklyn Health, a position she has held since 2020, and she serves on the leadership team charged with bringing the two health care systems together. Moving forward, she will spend more time at Maimonides to best understand the needs of patients, staff, and the community. In addition, Manjinder Kaur, DNP, RN, NEA-BC, FACHE, would become CEO at South Brooklyn Health. Dr. Kaur currently serves as the hospital’s Chief Operating Officer and was previously Chief Nursing Officer. She has been at NYC Health + Hospitals since 2006. In her new role, Dr. Kaur will be the first nurse CEO of an NYC Health + Hospitals facility in recent history.

Maimonides and NYC Health + Hospitals are currently finalizing the terms of their partnership, which will be supported by $2.2 billion over five years from New York State to protect safety net health care in Brooklyn. By joining the public health care system, Maimonides will offer New Yorkers expanded access to high-quality care in Brooklyn, seamless digital access to their health record through MyChart, and ongoing system stability. Additionally, this partnership will strengthen Maimonides to ensure that Brooklynites continue to get an extensive range of specialty and subspecialty care that is only provided by Maimonides in this area of Brooklyn. There will be no change to patient care as the two systems come together. South Brooklyn Health will continue to be served by its leadership team, ensuring no gaps in care.

Lipyanskaya grew up in Brooklyn after moving there as a child from Odessa, Ukraine. Her accomplishments as CEO include overseeing a quality redesign that improved South Brooklyn Health’s Leapfrog grade from a D to a B and yielded meaningful reductions in pressure injuries, Central Line-Associated Bloodstream Infections (CLABSI), and Catheter-Associated Urinary Tract Infections (CAUTI) – including over one year with no CAUTI hospital-wide. As a part of Superstorm Sandy recovery, she drove the effort to complete and open the new $923 million storm-resistant Ruth Bader Ginsburg Hospital in 2023, ensuring that patients have access to the care they need regardless of future environmental challenges. She has collaborated with government officials and the South Brooklyn Health Auxiliary to secure funding for vital infrastructure projects in an ongoing effort to improve access to critical lifesaving services for the communities she serves.

Prior to leading South Brooklyn Health, Lipyanskaya held several senior roles within the NYC Health + Hospitals system, responsible for driving corporate strategy, leading systemwide business planning, and driving multiple performance improvement initiatives. Prior to that, she spent fifteen years in the Weill Cornell Medicine system.

Lipyanskaya has received multiple recognitions in City & State’s Brooklyn Power 100, was named by Becker’s Hospital Review as a Community Hospital CEO to Know, and was highlighted by PoliticsNY as a Power Player in Healthcare. She was also recognized on the New York State Assembly floor for her efforts in the healthcare sector, and she is an active member of the Healthcare Association of New York State Board of Directors, where she sits on the executive committee.

Lipyanskaya holds an MPA in Healthcare Administration and Finance and a BA in Economics from New York University. She is also a Fellow of the American College of Healthcare Executives (FACHE).

Manjinder Kaur, DNP, RN, NEA-BC, FACHE is currently the Chief Operating Officer of NYC Health + Hospitals/South Brooklyn Health, a role she has held since June 2024. As COO, she led operational and multi-disciplinary teams to implement many improvements at South Brooklyn Health, including a hospital-wide tiered huddle structure, which brought continuity around the clock for operations and connected key information to leaders and staff for care transitions, patient and staff safety, and informed action. She also oversaw the overhaul of the throughput management process at South Brooklyn Health resulting in a length-of-stay reduction of over two days for Med/Surg patients. 

Prior to becoming COO, Dr. Kaur was the Chief Nursing Officer at South Brooklyn Health.  During her tenure, she partnered with Lipyanskaya to implement initiatives resulting in meaningful reductions in hospital-acquired conditions, including falls, pressure injuries, Central Line-Associated Bloodstream Infections (CLABSI), and Catheter-Associated Urinary Tract Infections (CAUTI), across all services lines – including over one year with no CAUTI hospital-wide.

As CNO, she launched the Magnet Journey for South Brooklyn Health and achieved the Pathway to Excellence designation. In addition to South Brooklyn Health opening and transitioning to the new Ruth Bader Ginsburg Hospital during the same time period, Dr. Kaur developed and executed the patient move plan for the opening, coordinating over 300 patient moves in a single 24-hour period and the transition of an emergency department from one end of campus to the other.

Dr. Kaur dedicates time outside of her role at South Brooklyn Health as a mentor through the American College of Healthcare Executives (ACHE), where she is a Fellow. She also serves as a member of the Advisory Board for the Touro College of Nursing, where she has advised on curriculum and taught several classes.

As a native of Amritsar, Punjab, India and a proud adult immigrant to New York City, Dr. Kaur holds a Diploma in Nursing from Christian Medical College in Ludhiana, India; a Bachelor of Science in Nursing and Masters of Science in Nursing from Excelsior College; and a Doctorate of Nursing Practice from Grand Canyon University. She is a Registered Nurse and a board-certified advanced nurse executive.
