Christopher Mastromano, CEO of NYC Health + Hospitals/Jacobi | North Central Bronx today announced the appointment of Angela Carter, DNP, NE-BC, CPHQ as Chief of Nursing for the Jacobi and North Central Bronx campuses. Dr. Carter is a dedicated nursing professional who brings more than two decades of experience to her new role. A native of Nashville, Tennessee, she has committed her professional life to patient safety, teamwork and quality improvement. During her tenure at Vanderbilt Health, Dr. Carter oversaw an acute care facility with a comprehensive range of inpatient and outpatient services. She helped lead the hospital’s transformation to a nationally recognized institution committed to patient safety, achieving seven consecutive “A” safety grades from the Leapfrog Group, demonstrating excellent patient outcomes. She also helped ensure the facility’s four-star rating from CMS, exemplifying nursing excellence in all aspects of evidence-based, multidisciplinary, and patient care and satisfaction. 

Dr. Carter also comes with extensive experience in the Veterans Affairs system, serving as the network Chief Nursing Officer and Quality Management Officer, overseeing five level-one academic hospitals and several dozen outpatient clinics in Tennessee and Kentucky, and Associate Director of Patient Care Services for the Memphis VA Medical Center, one of the leading healthcare systems in the mid-south region. In these roles, she fostered physician-nurse partnerships, supported shared governance, helped drive protocols to reduce hospital related infections, expanded the implementation of state-of-the-art technologies, implemented policies to prevent patient falls, achieved top-performing employee engagement scores in the nation and promoted evidence-based practices resulting in innovations shared nationally.

Earlier in her career, Dr. Carter served as the Chief Nurse for Specialty Clinics at the Tennessee Valley Healthcare System, an academic healthcare system with 23 locations, including 21 outpatient clinics in three states where she developed staffing models to improve clinic operations, and improved patient access for outpatient services. She also served as the Patient Safety Program and Deputy Quality Manager at the US Naval Hospital in Naples, Italy.

Dr. Carter is a member of the American Nurses Association, the Tennessee Hospital Association, the American Organization for Nursing Leadership and the National Association for Healthcare Quality. She is a published author in the field of delirium and falls prevention for mental health patients. She has also volunteered for Hands on Nashville, Feed the Homeless, and a women and children’s shelter in Nashville, Tennessee.
