Qualifying events and life events are special events that occur outside of the New hire/rehire enrollment period.
These events allow eligible employees to add or remove dependents onto their medical insurance plan within 30 days of event occurrence.

All full-time and part-time (20 hrs. or more) employees are entitled to enroll in City Health Coverage administered by the NYC Office of Labor Relations.
You can remove a dependent from your medical insurance for the following reasons:
- Moving out of your health carrier’s coverage area
- The Death of a Dependent
- Divorce
- Loss of coverage for a dependent
- Dropping a dependent
- Standard hours change
- Not enrolling within the required timeframe
Moving Out of your Health Carrier’s Coverage Area
Allows you to select another health plan.
Required: An updated address in the PeopleSoft HR and Health Benefits Application.
Upload all documents using the Qualifying Event Guide.
The Death of a Dependent
Allows you to drop a dependent from your current health plan.
Required: An updated address in the PeopleSoft HR and Health Benefits Application.
Upload all documents using the Qualifying Event Guide.
Divorce
Allows you to drop an ex-spouse from your current health plan.
Required: An updated address in the PeopleSoft HR and Health Benefits Application.

Loss of Coverage for a Dependent
Allows you to add a dependent to your current health plan.
Required:
- Termination letter from the prior health plan
- Government-issued birth certificate
- Government-issued marriage certificate
- Government-issued domestic partner certificate and Health Benefit Application.
Please note if you have been in your marriage or partnership for over one year you must upload proof of cohabitation.

Dropping a Dependent
A dependent can only be removed from your insurance plan if they have coverage.
Required: Health Benefits Application and proof-dependent is being covered under a health plan outside of NYC Health+Hospitals (Copy of health insurance card)

Standard Hours Change
Becoming a full-time employee from part-time or part-time to full-time. You must work 20 hours or more to be eligible for benefits.
Required: An updated address in the PeopleSoft HR and Health Benefits Application.
