Qualifying events and life events are special events that occur outside of the new hire/rehire enrollment period.
These events allow eligible employees to add or remove dependents onto their medical insurance plan within 30 days of event occurrence.

All full-time and part-time (20 hrs. or more) employees are entitled to enroll in City Health Coverage administered by the NYC Office of Labor Relations.
You can enroll yourself in medical insurance for the following reasons:
- Return from Leave
- Moving out of your health carrier’s coverage area
- Loss of coverage
- Not enrolling in the required timeframe
Return from Leave
If an employee’s health benefits terminate due to them being out on leave (worker’s compensation, childcare leave, AWOL, etc.), upon returning to work, they must re-enroll into their health plan within 30 days.
If adding a new dependent when returning from leave, please be sure to upload all required documents. If you have been out on leave for over one year with a spouse or domestic partner as a dependent on your healthcare plan, you are required to re-upload proof of cohabitation within the past six months.

Moving Out of your Health Carrier’s Coverage Area
Allows you to select another health plan.
Required: An updated address in the PeopleSoft HR and Health Benefits Application.

Standard Hours Change
Becoming a full-time employee from part-time or part-time to full-time. You must work 20 hours or more to be eligible for benefits.
