Qualifying events and life events are special events that occur outside of the new hire/rehire enrollment period. These events allow eligible employees to add or remove dependents onto their medical insurance plan within 30 days of event occurrence. Adding a dependent requires supporting documentation. All full-time and part-time (20 hrs. or more) employees are entitled to enroll in City Health Coverage administered by the NYC Office of Labor Relations.
You can add a dependent for the following reasons:
- Birth/Adoption Event
- Marriage Event
- Domestic Partner Event
- Loss of coverage for a dependent
- A family member arriving in the country
- Not enrolling in the required timeframe

Birth/ Adoption Event
Employees are required to add newborn children or adopted children within the first 30 days of birth/ finalized adoption.
Newborn Children
Until the birth certificate is available, any of the following is acceptable proof of birth: discharge papers, footprints, or letter of birth from the hospital. Once the birth certificate is available, please upload it to PeopleSoft HR.
Adopted Children
Please upload court documents as well as birth certificates.
Marriage Event
Employees are required to add their spouse within the first 30 days of entering into a new marriage. Please see the attached guide for assistance. Please note that only government-issued marriage certificates are acceptable forms of proof of marriage.
Domestic Partner Event
Employees are required to upload a government-issued domestic partner certificate within 30 days of entering into their domestic partnership. Please note there are tax implications per paycheck for adding a domestic partner.
The following documents are required:
- Health Benefits Application
- Government-issued domestic partnership certificate

Loss of Coverage for a Dependent
Allows you to add a dependent to your current health plan.
Required:
- Termination letter from the prior health plan
- Government-issued birth certificate
- Government-issued marriage certificate
- Government-issued domestic partner certificate and Health Benefit Application.
Please note if you have been in your marriage or partnership for over one year you must upload proof of cohabitation.

A Family Member (Spouse or Child) Arriving in the Country
Allows you to add a dependent to your current health plan.
Required:
- Copy of passport with stamped entry date into the USA and photo page for all members to be added to a health plan (I94 is acceptable with entry date shown)
- Government-issued birth certificate
- Government-issued marriage certificate
- Health Benefits Application
- Government-issued domestic partnership certificate
